The Election and Registrations Board has between five and nine members. Selection and term criteria include:
- The Governor chooses these members, based on recommendations from the county delegation.
- To be eligible, members must be registered voters in the county and be known for their competence and good judgment.
- When the board is first formed, four members will serve for two years, and the rest will serve for four years.
- The Governor can remove a member for serious reasons, such as being unable to do their job, behaving improperly, or failing to perform their duties.
